The In Depth section on RBC takes a closer look at innovative state and local strategies, activities, and plans to mitigate the impacts of regulations on the development of affordable housing. Each In Depth article highlights a particular plan, ordinance, or strategy in the RBC database and elaborates on aspects such as the approval process, stakeholder participation, and the progress made in reducing regulatory barriers.

The most recent In Depth highlights Minneapolis 2040, the city of Minneapolis’ comprehensive plan adopted in 2018. The plan covers land use, transportation, environmental, and other issues that affect how the city will develop and manage its growth. A major component of the plan was to amend the zoning ordinance to allow small-scale residential structures with multiple units in neighborhoods of single-family houses. Minneapolis 2040 also led to the allocation of $40 million for major affordable housing programs in the 2019 budget, such as the Missing Middle Housing pilot program to support the development of affordable housing in 2- to 20-unit buildings.
