HUD’s Learning Agenda FY 2022–2026
Developing and using the right kinds of evidence is essential for the U.S. Department of Housing and Urban Development’s mission of creating strong, sustainable, inclusive communities and quality, affordable homes for all. The bipartisan Foundations for Evidence-Based Policymaking Act (“Evidence Act”) of 2018 required federal agencies to launch a major new research and evaluation planning effort called the Learning Agenda. HUD’s Learning Agenda: 2022-2026, aligned with the Department’s Fiscal Year 2022-2026 Strategic Plan, frames a multiyear agenda ensuring a robust pipeline of research, including research opportunities we highlight for Congress in the Department’s budget as well as efforts HUD launches in-house and with external research partners. The Learning Agenda replaces the Research Roadmap, which has served as HUD’s research plan since 2014.
HUD’s Contribution to Evidence Building
The Learning Agenda draws on input and support from practitioners, advocates, people with lived experience in HUD programs, researchers, and policymakers at the federal, state, and local levels. Through the Department’s extensive stakeholder engagement, the Learning Agenda articulates critical, policy-relevant research questions that will inform how HUD invests in evidence building over the next five years.
In addition to the Learning Agenda, HUD posts two other types of documents required by the Evidence Act: Annual Evaluation Plan (AEP) and Capacity Assessment. The AEP, produced every year, describes the significant evaluation activities HUD expects to launch each fiscal year and documents HUD’s major ongoing evaluation activities. The Capacity Assessment, like the Learning Agenda, is integral to HUD’s Strategic Plan released every four years. The Capacity Assessment examines the coverage, quality, methods, effectiveness, and independence of HUD’s statistics, evaluation, research, and analysis efforts.
