This historic report examines the home search and moving behaviors of first-year participants in the Housing Allowance Demand Experiment (HADE), a HUD-contracted test of direct tenant housing subsidy models in the metropolitan areas of Phoenix, Arizona and Pittsburgh, Pennsylvania. The report discusses whether participants chose to move, if they expressed dissatisfaction with their existing lodgings and why, if they had previously been frequent movers, if they experienced discrimination upon attempting a move, and many other factors. HADE was the first component of HUD’s Experimental Housing Allowance Program. This report is the first of two.
